Any person who, by December 31, 2000 [sic], complies with a minimum of twenty-five (25) years of creditable service shall be entitled to participate in the program, voluntarily, after the agency to which that person works certificates that his/her position is no longer necessary.\nThe agencies that participate in the program shall issue a certification of the positions that exceed their needs.
