The municipality of San Juan shall complete the Early Retirement Program within a term of eighteen (18) months as of July 1, 1998. The Legislature, in the exercise of its constitutional powers under Art. III of the Constitution, intends that the order of priority for retirement be the one submitted by the municipality by November 4, 1998. Any change, alteration, modification or substitution in the order of priority for retirement shall only be allowed in relation to the provisions of § 7004 of this title and to the term of eighteen (18) months established herein.\nHistory —Dec. 31, 1998, No. 342, § 2, retroactive to July 1, 1998.
