The municipality of San Juan may not, by any means of recruitment, substitute more than ten percent (10%) of the employees who avail themselves of the benefits of this chapter, for a fixed term of five (5) years as of the date of effectiveness of their retirement.\nHistory —Dec. 31, 1998, No. 342, § 3, retroactive to July 1, 1998.
