The Head of the Department or agency shall have the obligation to offer its employees workshops, seminars or courses in modern techniques for the rendering of services and in the application of technology so as to render the services in the most efficient and prompt manner. To such effects, the agencies within the personnel system shall include said workshops, seminars or courses in the Training Plan to be submitted annually to the Central Labor Advisory and Human Resources Administration (OCALAHR, Spanish acronym), pursuant to the provisions of Act No. 5 of October 14, 1975. By petition of the head of the agency, the Central Labor Advisory and Human Resources Administration (OCALAHR, Spanish acronym) shall collaborate for the attainment of said purposes.\nHistory —Apr. 11, 2001, No. 15, § 8, renumbered as § 6 on Aug. 8, 2002, No. 123, § 6.
