In those circumstances whereby federal laws or regulations allow or require a procedure other than the one established in this statute, the contracting agency shall follow the federal procedures but shall be bound to issue a written statement describing the applicable federal laws and regulations.\nThe provisions of this chapter shall be made ineffective when the fiscal situation of the agency or the public interest require that other priorities be established. The head of the agency shall be duty bound to petition the Governor for a dispensation to make ineffective the provisions of § 8641 of this title.
