Each school shall have a school board. The four components of the school shall be represented therein in the manner provided by the regulations promulgated by the Secretary. The number of members of each school board shall depend on the classification of the school, but shall not be less than seven (7) nor more than fifteen (15) members. The representation of the teaching personnel shall always be in the majority.The directors shall not preside over the school boards; they shall have voice and vote on its deliberations and, as the main executives of the school, shall enforce the agreements that said bodies adopt with regard to the matters under its jurisdiction.
