The Secretary shall draft norms that apply to the entire Public Education System with regard to:(a) The study program corresponding to each grade and level of the System.(b) The level of skills or knowledge that the students should achieve on the conclusion of each stage of the educational process.(c) Ways of evaluating the students’ progress.(d) Promotion of students from one grade or level to another.(e) Services that must be offered to students that have fallen behind academically or at risk of dropping out of school.No general standards on promotion into grades will be implemented based on special examinations to be given to the students of the Public Education System, until the Secretary certifies that the Department has reliable tests that are capable of measuring the academic progress of students of varied backgrounds without the interference of non-academic factors that could influence the result of the tests. Lacking the certification of the Secretary, each school shall administer its examinations for promotion based on the directives issued by the Department.
