The Secretary shall steer the educational efforts of the System by regulatory standards, public policy and planning directives, auditing, scrutiny, and evaluation of the scholastic and administrative process of the schools. The Secretary shall exercise the executive powers germane to his/her office in the cases foreseen in §§ 143a—146f of this title or when he/she believes it to be necessary to safeguard the harmony and the interests of the Puerto Rico Public Education System.
