The Public Education System shall be organized under the principle that education is a continuing process which §§ 143a—146f of this title divide, for administrative purposes, into the levels of preschool, elementary education, secondary education, and postsecondary education.The Secretary shall provide, through regulations, for matters concerning the grades corresponding to each level, and see that the grade and level design does not hinder the System from assaying other forms of school organization that better conform to the continuing nature of the education process.
