The Secretary shall be responsible for:(a) Implementing the public policy adopted by the Legislature and the Governor so as to fulfill the purpose set forth by the Constitution of Puerto Rico and §§ 143a—146f of this title for the Public Education System.(b) Organizing, planning, directing, supervising and evaluating the academic and administrative activities of the Department.(c) Ensuring that the community schools, operating autonomously, are interconnected to a coherent educational system, guided by a common purpose.(d) Representing the Department in official government activities and before the community.
