The Chairperson shall summon the Council to an inaugural session to elect its officials and decide on its bylaws.The Council shall meet in regular sessions once a month and may hold special meetings upon convocation by the Chairperson or by petition of four (4) of its members. The agreements and resolutions of the Council shall be made by an absolute majority of the members with right to vote.The members of the Council, excluding the Chairperson, shall receive per diems for every meeting day, corresponding to the per diem for each session of the members of the Legislature of Puerto Rico.
