The Council shall establish a Licensing and Accreditation Office and shall keep it operating with personnel qualified to carry out the technical functions regarding the evaluation of schools that apply for a license to operate in Puerto Rico, renewal of licenses or that should be accredited pursuant to the provisions of this §§ 148—148m of this title.
