The Council, with the collaboration of the evaluating committees, shall evaluate the schools that apply for licenses to operate in Puerto Rico or that need to be accredited pursuant to §§ 148—148m of this title.The Evaluating Committees shall be composed of technicians from the Licensing and Accreditation Office and by teachers of duly accredited public, municipal or private schools located in Puerto Rico, and who are not officials or employees of the institutions to be evaluated. The Committees may also have professors at the university level among its members.
