This chapter is promulgated to create incentives for the adequate use of the aquatic and marine resources of the Commonwealth of Puerto Rico, promote the fishing sport and the participation of the entire family, promote the Island as an international center for the practice of this sport and recreational activity, promote the conservation of our natural resources and enable the protection and surveillance thereof.
