All aquatic and semiaquatic organisms found in bodies of water which are not private property, are hereby declared to be of public domain. These organisms may be fished, used and traded freely, subject to the provisions of this chapter and the regulations promulgated thereunder. The Department of Natural and Environmental Resources shall promote the better use, conservation and management of fishery resources pursuant to the needs of the People of Puerto Rico.
