Fishing regulations promulgated under the act that is hereby repealed, shall remain in effect until the Department replaces them. The Department shall post public notice in two (2) newspapers of general circulation of its intent to adopt new regulations within a term of five (5) months from the effective date of this act. The Department shall hold public hearings prior to the approval of new regulations. Said notice shall indicate the date and place that the hearings will be held. Fishing license regulations shall be approved within a term of six (6) months from the effective date of this act.The procedure to adopt regulations must comply with the provisions of §§ 2121–2141 of Title 3, part of the Uniform Administrative Procedures Act, as amended. Licenses in effect issued prior to the approval of this act shall remain in effect up to ninety (90) days after the approval of license regulations.
