Any person who violates the provisions of this chapter or the regulations in effect promulgated thereunder, may be penalized by an administrative fine to be determined through regulations. Any person who violates the regulations shall have the right to request an administrative hearing. Each unlawful catch or fishing activity shall constitute a violation. In the case of fishing gear, each fishing gear in contravention of the provisions of this chapter and its regulations shall constitute a violation.Violations of this chapter or [of] the governing regulations thereunder shall be sanctioned by a fine of not less than one hundred dollars ($100), nor more than five thousand dollars ($5,000) for each violation.
