In exercising the powers conferred by this chapter for the protection of fishery resources or in the best public interest, the Secretary may issue cease and desist orders on any activity in contravention of this chapter or its regulations, orders to show cause, orders to perform, as well as issuing resolutions, and imposing administrative fines pursuant to the regulations in effect.
