The sum of five thousand dollars ($5,000) is hereby appropriated from any available funds in the Commonwealth Treasury not otherwise appropriated, so that the Secretary of Agriculture may undertake a program for the improvement of the quality and increase the production of the natural oyster beds in Puerto Rico, and to establish artificial oyster nurseries through the employment of modern practices of oyster culture.
