The Secretary of Agriculture is hereby authorized to ask for, accept and receive any help from any federal agency by way of labor, personnel, equipment, supplies, or in any other practical form, so that in combination with the funds herein appropriated, he may improve the quality and increase the production of the oyster beds in Puerto Rico.
