(a) Before authorizing the possession of birds of prey for falconry purposes, falconry facilities and equipment shall be inspected and certified.(b) Birds of prey for which a possession permit has been granted shall be kept in hygienic and healthy conditions. The facilities shall protect the birds of prey from inclement weather, predators, and domestic animals. The Secretary shall establish the requirements and conditions of the facilities, as well as the maintenance of the birds of prey and the falconry equipment through regulations, and pursuant to applicable state and federal statutes.
