(a) The Secretary may delegate any of the powers conferred thereto by this Act, except that of approving, amending, and repealing regulations to carry out the purposes of this chapter, pursuant to §§ 2101 et seq. of Title 3, better known as the 'Uniform Administrative Procedures Act'.(b) The Secretary may approve and promulgate regulations with provisions that are as strict or stricter than those established by the Fish and Wildlife Service of the United States of America or by this chapter.
