The Secretary may delegate any of the functions conferred in this chapter, except that of approving, amending and repealing regulations to fulfill the purposes of this chapter pursuant to the Uniform Administrative Procedures Act, §§ 2101 et seq. of Title 3, which after being promulgated shall carry the force of law.
