The Department shall certify the lands recommended by the Municipal Planting Professional in the Urban Forests Plan of every municipality as urban forests, provided there is compliance with the planting specifications set forth in the Puerto Rico Planting, Cutting and Foresting Regulations, known as 'Planning Regulation No. 25', approved Mar. 16, 1996, as amended and is recommended for said designation by the National Forest Service.The certified urban forests located in municipal lands may request funds from the Department through the urban reforesting programs administered by it.Whenever feasible, all land that is the property of a municipality, that is certified as an urban forest, shall be classified as 'especially protected rustic soil' in the Territorial Ordinance Plan, whenever it is possible.
