It shall be the public policy of the Government of Puerto Rico to develop and execute a plan to plant trees in order to reforest urban and deforested areas of our Island.Such policy is hereby adopted in compliance with the constitutional principle stated in Article VI, Section 19 of the Constitution of Puerto Rico, which requires the most effective conservation, use, and development of natural resources.
