Expenses incurred for the implementation of the 'Green Puerto Rico Reforestation Program' shall be defrayed from the own funds of the Forest Service Bureau of the Department of Natural and Environmental Resources. In subsequent years, the Secretary of the Department of Natural and Environmental Resources shall include the amounts necessary to operate the program in its budget request.
