All income accruing from any Commonwealth Forest or from any activity within the scope of this chapter shall be deposited by the Secretary of the Treasury in a special fund which shall be designated as the 'Forest Development Special Fund' to be used by the Secretary of Natural and Environmental Resources for the improvement and development of the Commonwealth Forests in activities such as acquisition of forest land, reforestation and the establishment, extension and improvement of facilities for a better use of the forests and for passive recreation, and any others that are necessary or convenient for the best application and performance of this chapter and achievement of its purposes. Provided, That for Fiscal Year 2014-2015, the sum of two hundred fifty thousand dollars ($250,000) shall be transferred from this Fund to the Legal Liability Fund.
