The Secretary of Natural and Environmental Resources is hereby authorized to perform the pertinent transactions with and provide incentives to groups of students and community and nonprofit organizations duly registered with the Department of State through regulations, for the provision of the labor needed to establish the reforestation projects through the planting and maintenance of trees on public lands.The Secretary is further authorized to make the necessary efforts to offer incentives to private land owners in the rural zones who enter into agreements with the Department of Natural and Environmental Resources for the planting and management of trees under the reforestation programs.
