Notwithstanding the foregoing provisions, the Secretary of the Department of Natural and Environmental Resources is hereby authorized to segregate a section of land in the Forest named Monte Choca in Barrio Palos Blancos in the Municipality of Corozal, on the West side of Road PR 808, between kilometer 1.8 and kilometer 2.0 of said road. Said section of land shall not exceed one (1) cuerda and shall be used solely and exclusively for the establishment of a Community Center and recreational areas.
