The Secretary of Agriculture is hereby authorized and directed to acquire on behalf of the Commonwealth of Puerto Rico and thereafter to administer as Commonwealth Forests such lands within the aforesaid watersheds as may in his opinion and in conformity with the Planning Act be necessary to carry out fully the purposes of §§ 232–235 of this title and to assure sound agricultural and forestry use of the lands involved; Provided, That all such acquisitions, by purchase, gift or expropriation, shall be made in conformity with the applicable provisions of Act No. 22, approved November 22, 1917, and as amended by Act No. 8, approved April 27, 1921, known as 'The Forest Law'.
