For the purpose of carrying out the provisions of §§ 232–235 of this title, there is hereby appropriated from funds of the Treasury, not otherwise encumbered, the sum of two hundred fifty thousand dollars ($250,000) for the purchase of land and other capital improvements. the operating expenses necessary to carry out the purposes of §§ 232–235 of this title shall be included in the budget for Operating Expenses of the Commonwealth Government of Puerto Rico.
