It is hereby stated and reiterated that the public policy of the Commonwealth of Puerto Rico seeks to protect, preserve and conserve the coral reefs along the territorial waters of Puerto Rico for the benefit and enjoyment of this and future generations. It is furthermore hereby stated, that the public interest demands that the continuous and irreparable damage to the coral reefs and its associated marine life be avoided and prevented. The Department of Natural and Environmental Resources shall promote the development of sustainable management plans for the coral reefs of Puerto Rico. History —July 15, 1999, No. 147, § 2.
