The Secretary is hereby directed to adopt a special management plan for the coral reefs and the coral communities.An Environmental Impact Statement shall be required for every project that may cause a negative impact on coral reefs, coral communities and associated marine systems. The Planning Board and the Department of Natural and Environmental Resources shall draft zoning regulations to permit the development of residential, recreational and tourist projects in areas free from adverse and detrimental impact on coral reefs, coral communities and associated marine life.The Planning Board and the Department of Natural and Environmental Resources and all other agencies of the Government of Puerto Rico shall consult with the Department concerning any proposed construction or development project that may have a foreseeable effect on coral reefs, coral communities and associated ecosystems.
