The 'Adopt-a-Beach' program is hereby instituted, attached to the Department of Natural and Environmental Resources, thus emulating the program bearing the same name instituted by the Sea Grant Program of the University of Puerto Rico, in order to contribute to the quality of life of the citizenry, establish a program for the cleaning and beautification of our beaches, and promote the protection of our natural resources and the environment.
