The Secretary of the Department of Natural and Environmental Resources shall designate a Coordinator, who shall be responsible for the development of the Program and shall perform the functions provided in this chapter and those that may be assigned or delegated by the Secretary.The Coordinator shall be a person of recognized moral probity and proven experience and knowledge of the matters covered by this chapter.The Secretary shall provide the Coordinator with all the resources and personnel needed for the effective functioning of the Program and for the adequate compliance of this chapter.
