In order to promote public health through the protection and maintenance of oral health, the Department of Health shall adopt those standards and procedures pursuant to §§ 405 et seq. of this title, also known as the 'Act to Protect the Purity of Potable Waters of Puerto Rico' and applicable federal legislation or regulations, to regulate the fluoridation of public water systems in Puerto Rico.
