The Aqueduct and Sewer Authority is hereby directed to take samples of [the] drinking water to which fluoride has been added, as well as the concentration of fluoride in used water treatment plants, acquire equipment and all necessary materials to initiate and maintain an activation and expansion plan to add fluoride throughout the drinking water systems in Puerto Rico. Provided, That the standards of the Water Fluoridation Program shall be the responsibility of the Department of Health, while the operational aspect shall be [the] responsibility of the Aqueduct and Sewer Authority.
