The Aqueduct and Sewer Authority shall implement the fluoridation system [in] stages within a term that shall not exceed seven (7) years, for which it shall obtain all necessary permits, including those pertaining to discharge. The Department of Health and the Aqueduct and Sewer Authority shall file an annual report with the Legislature on the results and progress [with] compliance and implementation of the provisions of this act, during the next seven (7) years from its effective date.
