The Department of Health is hereby directed to conduct a massive orientation campaign [for] the community on the benefits of fluoride [for] health, and on [the reduced need for] oral hygiene treatments and practices when fluoridated water is consumed. The Authority shall use its resources to train its personnel in security measures for the management and application of fluoride to drinking water.
