In order to protect the environment and preserve the natural resources of the Las Picúas Beach sector of the municipality of Rio Grande, any development with agricultural, residential, commercial or industrial purposes is hereby prohibited in wetlands, maritime-terrestrial zones, coastal waters or submerged lands within the area designated as the Rio Espíritu Santo Natural Reserve. Only residential, recreational and tourist developments shall be allowed in accordance with the management plan and special regulations developed by the Planning Board with the advice of the Department of Natural and Environmental Resources.
