Any person who willfully fails to comply with the regulations promulgated by the Secretary and the conditions imposed pursuant to a variance or exemption granted under this chapter, or who willfully refuses to comply with the provisions of § 411 of this title, or who fails to comply with any order issued by the Secretary, shall incur in a violation of the provisions of this chapter.
