Any person who willfully violates the provisions of § 411 of this title, who violates the regulations promulgated by the Secretary, or who willfully violates or refuses to comply with an order issued by the Secretary, shall be subject to a civil penalty not greater than five thousand dollars ($5,000) for each day of such violation or failure to comply with regulations.The Secretary may file a petition for a restraining order or injunction to prevent the violation of any order or regulations issued under this chapter.
