In carrying out the provisions of this chapter, the Secretary is authorized to:(1) Perform any or all such actions as are needed to carry out the purposes and requirements of this chapter with regard to the approval of the regulations required to enforce it.(2) Enter into the contracts and agreements he deems pertinent with state or federal agencies, municipalities, educational institutions and other organizations and individuals.(3) Receive economic and technical assistance from the federal government and any other public or private agency.(4) Participate in similar programs with the federal government, other states, public and private agencies and any other organization.
