It shall be the duty of the governor of the Province to grant and order an aqueduct servitude in the cases of § 723 of this title.Any persons who consider themselves prejudiced by the decisions of the governor, may appeal therefrom to the Colonial Secretary within a period of thirty days, and, in a proper case, have recourse to contentious administrative proceedings, in accordance with the provisions of § 251 of this Act.
