The owner of an aqueduct may strengthen its margins with sod, palings, walls or banks of loose stone, but not with plantings of any kind. Nor shall the owner of the servient tenement be permitted to make any plantings or work of cultivation on said margins, and any roots penetrating therein may be cut by the owner of the aqueduct.
