Any person may fish with hooks, nets, or bow nets, in accordance with the special regulations governing fishing, in canals, ditches, or aqueducts for the conduction of public waters, even though constructed by the grantees thereof, unless the right to fish has been reserved to them by the terms of the concession, and provided the course of the water be not obstructed nor the canal or the margins thereof injured.
