In the preparation and implementation of the integral plan for the use, conservation and development of the water resources, the Secretary shall strictly follow the rules and findings with regard to the quality and potability of the waters the Board on Environmental Quality and the Department of Health, respectively, may adopt. It is further provided that such integral plan for the use, conservation and development of the water resources shall be considered as a sectorial plan, as provided in §§ 62–63j of Title 23.
