Any person who personally or through his agents, representatives or employees, engages in constructing, establishing or operating a water connection system, or who uses or utilizes the waters and bodies of water in Puerto Rico without the corresponding permit or franchise issued by the Secretary shall be guilty of a misdemeanor and, upon conviction, shall be punished by a fine of not more than five hundred dollars ($500) or by imprisonment not to exceed six (6) months, or both, in the discretion of the court.It shall also be a misdemeanor, punishable by the aforesaid penalties, to violate any order, decision or decree issued by the Secretary, or any condition or requirement established in a permit or franchise, or any of the provisions of this chapter or of the regulations promulgated thereunder.Each day during which there persists the violation of any provision, requirement, determination, order or regulation of the Secretary, or of any of the provisions of this chapter, or of a final decree issued by the Court of First Instance of Puerto Rico shall constitute a separate and distinct violation.Exclusive jurisdiction is granted to the Court of First Instance of Puerto Rico to hear
