The Authority shall exercise its powers and shall fulfill its obligations under this chapter in coordination and in harmony with the Environmental Quality Board and the Planning Board for the benefit and best interests of the Commonwealth of Puerto Rico. The Authority shall need a permit from the Environmental Quality Board to establish and operate solid waste facilities, and for the storage, recycling and/or final disposal or solid wastes.
