(a) The municipalities, consortia of municipalities and Commonwealth agencies shall use the most cost effective means to provide the services and carry out the reduction, reuse, recovery and recycling activities as defined in this chapter.(b) Even though private services are contracted to carry out the provisions of this chapter, the Authority shall ensure that there is a flow of sufficient recyclable material for the optimum operation of the established recycling facilities.
